When Tri-State homeowners call a plumbing contractor

Plumbing splits into the emergency half and the planned half, and they behave completely differently. Emergencies — a burst supply line, a failed water heater, a backed-up main — are whoever answers the phone. Planned work is where getting three bids actually pays.

The seasonal one worth naming: the first arctic snap each winter breaks pipes in crawlspaces, unheated garages and exterior walls, and the same week everyone else is calling too. Hose bibs and crawlspace runs are cheap to protect in October and expensive to repair in January.

What drives the price

For repairs: access. A leak behind finished drywall or under a slab costs a multiple of the same leak in an open crawlspace. For replacements: equipment class (tank vs. tankless), venting changes, gas or electrical work, code upgrades triggered by touching old work, and permit fees.

Cost context: water heater repair vs. replace. Related: basement moisture and waterproofing, and the DIY-first under-sink P-trap basics.

Permits: who has jurisdiction over your address

Across the Tri-State, whether a project needs a permit — and who issues it — depends on whether your address sits inside city limits or in unincorporated county. That line matters more than the county border, and the answer is different on two sides of the same road.

Each town hub on this site names the permitting authority for that jurisdiction, with the phone number and the official source: Evansville, Newburgh, Boonville, Chandler, Princeton, Mount Vernon IN, Tell City, Henderson, Owensboro, Carmi, Mount Vernon IL and Mount Carmel. Confirm with that authority directly. A contractor’s assurance that “you don’t need a permit for this” is not a permit, and unpermitted work becomes your problem at resale.

What to get in writing

Ask every bidder for the same list, so you are comparing the same job. Line items that appear on one bid and not another are where the price difference usually hides — see how to read a contractor quote.

  • Diagnosis in plain language — what is failing and how they know
  • Repair scope versus replacement scope, priced separately if both are options
  • Equipment make, model and capacity
  • Venting and combustion-air work on gas equipment
  • Any code upgrades triggered by the work, named up front
  • Wall, ceiling or slab opening — who closes it back up, and to what finish
  • Permit responsibility
  • Whether the quoted rate is flat or hourly, and what the after-hours rate is
  • Warranty on labor separate from the part

Red flags

  • A whole-house repipe recommended from one visible leak
  • Refusal to name the failure, only the fix
  • No model number on replacement equipment
  • Diagnostic fees that are not credited toward the work
  • Being told a permit is not needed on water heater or gas work without checking — ask the authority yourself

None of this replaces checking licensing and insurance yourself — how to hire a contractor walks through what to verify and how.
